Honestly, having more smaller packages compared to one larger one is better, it gives people the illusion that it is going faster and they do download quickly.

Just some things to note, can you reduce the size of the UPK package, We tried using the in-game downloader (which is fixed and now works for maps and packages)
It took more than 10 minutes to go through half of the UPK file before I gave up downloading the package.
Also had reports that the hovercraft sound plays for all people who join after the Reinforcements have arrived and doesnt stop.

I don't believe that vehicle physics and other settings like that can be adjusted by the in-game console.

Have you tried replicating this in Skirmish using god mode to protect yourself while firing and getting closer?

Was this behaviour only occuring on one map or all maps?

FYI - I will not be able to help with the set-up of the matches tonight, due to work.
I will give the server password in advance to the CT mods, but just note that the organisation of it will be less than normal.

Most medium powered pcs can run a small server without issue.
CT uses a powerful VM to run all of the servers

Just check for any renegade x process running in the background. Normally opening your own server should open a console window which once closed should stop the server.
As for fast in-game downloading. River is not included in this list of maps available for fast downloading due to the fact it is not in a suitable state for people to play (Really unfinished state). I don't believe Thommy is currently supporting that map either. If there is an update to the map which brings it up to at least a suitable state I will add it to the list for ingame downloading.

Maybe @Fffreak9999 can add it to the CT rotation for a few days to see how this is working. But for this @Ruud033 have to upload the map. Then we could find out if the changes are good or bad and fix them before we add it to a new Patch.
While I can add to the server, it would mean people having to download another map (and it would have to be called different as well since it would affect people's original Complex map if I were to override it).
