The UI for downloads does not appear, and appears to go slowly.

if you wait for a while, it will drop you in.

There will be a bug fix patch soon, we are aware of quite a few features which stopped working properly or bugs which crept in.

Also, to echo Dave's sentiment,

I am also in a job which doesn't grant me the advantage of being home by 5PM either. I do shift work from 6AM-6PM or 6PM-6AM (depending on the week).

7 PM is barely possible some days (due to traffic) and most of the time, I would not turn up for a sunday PUG because of not having the time to be there for the entirety.

I also have to work weekends, it depends on the week.

Timed Stealth maybe possible, at least for infantry. 
I would add a caveat that Ramjet and Sniper Rifle infantry would be prevented from picking it up.

Not just Skirmish, they are crucial for servers, as without the INI file, the server cannot load maps correctly.

99% of the time, the environment files are not removed. But it's always worth including both to make sure someone can access it (especially from scratch).

 

Especially since packages can change (and files moved or deleted from those packages)

Not really, 

Look at the marksman, as an example, this was something that didn't exist in the original,

You are better off just issuing an exception in your firewall for that port

There is no issue with the server.

That text you see in yellow is just warnings.

 

As for you not able to connect, it is due to not having your firewall configured properly.

You need to port forward 7777 UDP to allow you to access it
