Code it so that honking your horn sends an ion cannon strike on your location

I still do not understand how you and many players manage to add and put a flag on the equipment. This is still a mystery to me!

@DenWellingston it is a feature they added for developers a while back. Renegade X developers can have their flag added to the game in a patch.
