Repetitive Surveys..

I enjoy the surveys and all the communications the game allows.   But sometimes a player will go overboard with the surveys.   Typical examples  include map change and surrender.  Even I might be accused of pursuing bot votes too often.

But it seems like 3 times should be enough for any vote.   

Could we decide that after 3 attempts of the same survey....then that player can no longer propose that survey in that match?
