Launcher doesn`t start (the game itself works fine)

When I start the launcher - a couple of seconds passes, firewall asks what should it do with the connection - and then launcher CTDs before even displaying GUI. Disabling firewall/antivirus didn`t help. Tried to update .NET, but installer (downloaded from microsoft.com) says that I already have the latest version. Running the app as administrator didn`t help too.

I have Windows 7 with all the critical updates installed.
