Yeah, I stopped playing entirely because it's such a frustrating issue. Good to know I'm not the only one that's having this problem.

I know this is kind of a really old thread, but I'm having this same problem with online play. 
Single player I don't have this problem at all, just online play. I have RenX installed on three computers and they all have this problem.

I've attached a few videos to show what's going on. I've tried using my phone as a hotspot to rule out internet issues, but it happens through that as well.

@yosh56, I'm getting the error "Failed to execute script UDKHandler" when trying to run this.
I'm wondering if it's because I have the game loaded in a non-standard directory (E:\Renegade X), although I have this tool in there as well. I did allow it to merge the UDKGame folder as instructed
