Unable to open Commander Window after chnaging Keybinds

The ctrl+C input works fine on a fresh install, but if even one keybind is changed the window cannot be opened without resetting the game. If the command window opening was its own keybind, which could be viewed and set in the keybinds options menu, that would solve this problem.
