Replacing disappearing projectiles with damage-drop off distance

Shoot an cannon shell, if target was near max range and moves out this range shell dissipates into thin air. What if instead that it would continue on its way but deal 50% less damage(because out of effective range) on impact.

Artillery would become truely long range at heroic.

The range increase would be most useful in the flametank.

only the light, med, and mammoth are affected by the new modifier
