I had the same problem with Windows 7, but the compatibility mode solution didn't work for me. I found another solution though.
After starting the installer, I immediately closed all explorer windows and it worked.
I found this out when I was repairing 7zip and it listed explorer.exe as a process that need to be closed before the repairer could continue. I also tried restarting explorer.exe before I stumbled on my current solution, but I'm not sure if it contributed to the solution.
