A sourcemod plugin could do that rather easily I'd think.

Only problem would be that it needs someone to code it first (obviously), and then pursuade a server owner or two to put it on.

From what I have read, RX needs all of it.

You will have to wait for the Standalone release, it won't require you to purchase UT3.
