I had the same problem with the missing files as Cat With A Mustache did. I installed the correct redistribution pack, restarted, and came across an identical issue where the UDK load up crashed when starting the game up (not through the launcher). I did the command line edit as an admin (linked directly above me), restarted windows, and success! Thanks JeepRubi!
