Militia Man

Launcher was at 99,89% download of the game (first time). It stood like that for a while, had to leave and turn the PC off. When I turned it back on later the launcher wasn't working anymore. Nothing shows up when clicking it. Nothing happens. It doesn't open any new tasks in the task manager. Tried uninstalling, deleting everything, reinstalling, deleting the appdata/roaming/RenegadeLauncher folder, everything. It just refuses to open again. What do?
